The short answer
There is no official way to get a name, CNIC or address from someone else's mobile number. PTA's checks work in the other direction: they start from your own CNIC, or from a SIM that is in your own phone.
You can still do three useful things with a number you don't know:
- Find the network that issued it, from its first four digits.
- Report it to that network and to PTA if it is being misused.
- Report fraud, blackmail or threats to the NCCIA, which can identify the owner through legal process.
Why no website can show an owner's name
SIM registration records are held by the mobile operators and PTA. The public checks are limited to your own CNIC. Even an operator's own helpline will only discuss a SIM with its registered owner.
A website that shows a name for any number you type is therefore not reading the official record. It is showing something else.
What you can find out from a number
The network
The first four digits show which operator issued the number. Use the free tool on the homepage, or the full table of network codes. A number that was moved to another network keeps its old code, so treat the answer as the original network.
Whether it is a real mobile number
For Pakistani number details, start with the format.
A Pakistani mobile number has 11 digits and starts with 03. From abroad it is written as +92 followed by 3. A call that claims to be from a bank but comes from an ordinary mobile number deserves suspicion.
What caller ID apps show
Caller ID apps display names that other users saved in their own phones. That is a crowd-sourced label, not a registration record, and it is often wrong or out of date.
How "SIM database" and "Pak SIM data" sites work
Sites and apps that advertise SIM owner details by number tend to follow the same pattern.
- A search box asks for a mobile number, and sometimes your own CNIC. Whatever you type is collected.
- The result is invented, or comes from old leaked data that may be years out of date.
- When nothing useful appears, a WhatsApp contact offers "full details" for a payment.
- Some offer an app file to install, which can carry malware.
| The risk | What it means for you |
|---|---|
| Your data is collected | The number and CNIC you typed can be reused or sold |
| The result is wrong | You may blame a person who has nothing to do with the number |
| Payment is lost | There is nobody to complain to when nothing arrives |
| Legal exposure | Using another person's identity information without permission is an offence |
Trackers, apps and APK files are covered in SIM tracker and live tracker.
Number details people look for, and the honest answer
| What people search for | What is actually possible |
|---|---|
| Mobile number details with owner name | Not available. No official service gives a name for a number. |
| Mobile number detail with name and address in Pakistan | Not available to the public. Investigators can get it through legal process. |
| Mobile number owner details | Held by the operator and PTA. Not shown to anyone but the owner. |
| Phone number details online | The network that issued the number, and whether the number is valid. |
| SIM number details online | The same: the network and the format. No owner details. |
| SIM name check online | Possible only for a SIM in your own phone: text MNP to 667 from it. |
| SIM information with number | For your own SIM, 667. For every SIM in your name, the CNIC check on 668. |
| SIM owner details by NADRA | NADRA verifies thumbprints when a SIM is sold. It has no public service that shows SIM owners. |
What the law says
The Prevention of Electronic Crimes Act 2016 covers both the misuse of identity information and the unlawful issue of SIMs.
| PECA 2016 | Offence | Maximum penalty |
|---|---|---|
| Section 16 | Obtaining, selling, possessing, transmitting or using another person's identity information without authorisation | 3 years in prison, a fine of Rs 5 million, or both |
| Section 17 | Unauthorised issuance of SIM cards | 3 years in prison, a fine of Rs 500,000, or both |

If a number is harassing or defrauding you
- Save the evidence: screenshots of messages and call logs, with dates and times.
- Block the number on your phone.
- Report it to the number's operator. The network codes page lists the helplines.
- If the operator doesn't act, complain to PTA on 0800-55055 or at complaint.pta.gov.pk.
- For fraud, blackmail or threats, call the NCCIA cybercrime helpline on 1799.
You don't need to know who the caller is before you report. Investigators can get subscriber records from the operators through legal process.
Checking a SIM that is in your own hand
If your real question is "whose name is this SIM in?" and you are holding the SIM, there is an official answer. Put it in your phone and text MNP to 667. The reply gives the registration details held for that SIM.
To see every SIM in your own name, check the SIMs on your CNIC.
